Years of tracking this data reveals that there is a almost a perfect correlation between cops on the street and DUI arrests. Jurisdictions with low DUI enforcement have low arrests and vice versa. Times of year when police take vacation or frequently have training, like August, arrests are down as well. By contrast, periods of high patrol concentration or enforcement, like the Christmas party season and new years eve, arrests are up.
