Having Experts Available can be crucial to winning DUI Cases: Ron Lloyd Field Sobriety Expert

  Ron Lloyd has is a thirteen-year veteran of law enforcement. Over eleven of those years have been with the Georgia State Patrol. He is a former Training Officer in the Georgia State Patrol Training Division and was a supervisor at the largest patrol post in the state of Georgia, which is located in the metropolitan Atlanta area. During his career with the State Patrol, he held the ranks of Trooper Cadet, Trooper, Trooper First Class, Corporal and finally, Sergeant. He has received 120 hours of formal supervision training and extensive practical experience in monitoring DUI incident reports from his subordinates. The former Sergeant has also received extensive courtroom experience as a result of arresting hundreds of impaired drivers throughout his career. He has also trained hundreds of professionals such as State Troopers, Police Officers, Prosecutors, Judges, Forensic Scientists, Toxicologists and many more on DUI related topics.     Ron Lloyd began his law enforcement career in 1989 as a Transportation Enforcement Officer with the Department of Transportation. After serving approximately twenty months, he was transferred to the Georgia State Patrol as a Trooper Cadet assigned to Headquarters in Atlanta. In November of 1992, he graduated from the 66th Trooper School and was assigned to Post 46, Conyers. In April of 1994, he was detached to the Metro Atlanta DUI Task Force AAlpha Team@. Also during his tenure at Conyers he was assigned to the Troop AE@ Drug Interdiction Task Force. In December of 1997, he took a position with the Georgia State Patrol=s Training Division as a Training Officer and was eventually named Training Coordinator for the DUI Detection and Standardized Field Sobriety Testing as well as the DUI Case Preparation and Courtroom Demeanor Training Programs. He was also the Assistant Firearms Training Coordinator for the Georgia State Patrol. In October 1999, he was promoted to Corporal in the Training Division. In October 2000, he transferred to Post 48, Atlanta as a Corporal and held that position until July 2001, when he was promoted to Sergeant at the same location. The former Sergeant was selected by the State Coordinator of the Drug Recognition Expert Training program to be the DRE Agency Coordinator for the Georgia State Patrol. He also served as a member on the Georgia Technical Advisory Panel (TAP Committee) that is responsible for regulating the DRE program in Georgia.   

Ron Lloyd has been requested by the Georgia State Patrol, the Georgia Police Academy, the Prosecuting Attorney=s Council of Georgia, the Georgia Safety Management System, the GBI Crime Lab and many other agencies to make presentations on DUI related issues. He has also spoken to college and high school students during Alcohol and Drug Awareness Week. He was selected to be on a panel consisting of law enforcement officers and prosecutors in conjunction with Mid-America Research Institute to compile DUI research data in Rockdale County. He was also selected by the Georgia State Patrol to represent the department at meetings involving the Governor appointed, AJoint Georgia DUI Study Commission@ to help create tougher DUI laws in Georgia. Furthermore, he was selected to attend the National Judicial College at the University of Nevada at Reno, to work with a group of Municipal Court Judges on DUI prosecution in Georgia.

 

Ron Lloyd has attended several out-of-state training seminars related to Impaired Driving and Standardized Field Sobriety Testing. Some seminars involved extensive instruction on Horizontal Gaze Nystagmus by some of the most respected and well-known eye specialists in the country. In July 2000, he attended a session in West Palm Beach, Florida that was taught by Dr. Karl Citek, Pacific University, Oregon. Dr. Citek is an Associate Professor at the College of Optometry. In July 2001 he attended a session in Kissimmee, Florida that was taught by Dr. Jack Richman, who is a Professor at the New England College of Optometry in Boston Massachusetts. Both speakers have been used on many occasions as experts on the topic of Horizontal Gaze Nystagmus.                       The former Sergeant is a P.O.S.T. Certified General Instructor and has attained P.O.S.T. recognized Specialized Instructor Status in Firearms, Driving, Defensive Tactics and Speed Detection. In addition, he has received specialized training as a Drug Recognition Expert, as well as a Drug Recognition Expert/Standardized Field Sobriety Testing Instructor. He was selected to assist in the writing of the Georgia State Patrol=s Alcohol Enforcement Policy and the section pertaining to alcohol in the Georgia Drivers Manual.    Ron Lloyd has received several awards which include a Commissioner=s Commendation for An Untiring Assault on Impaired Drivers, an Aggressive Criminal Enforcement (ACE) Award twice at Post 46, Conyers for attaining the most DUI and Felony Arrests for the year, and an Invaluable Service Award from the Federal Bureau of Alcohol, Tobacco and Firearms (ATF) for perfecting a significant firearms trafficking case involving weapons diverted illegally to New York from the Virgin Islands. He also received an Academic Accomplishment Award from the Governor=s Office of Highway Safety for attaining the highest academic average (99) in his Drug Recognition Expert class. In 2002, he was given a Special Recognition Award by the Georgia Safety Management System, which was endorsed by Georgia=s Governor, the Attorney General, and the Director of the Governor=s Office of Highway Safety and the Coordinator of the Georgia Safety Management System for Continued Leadership in Impaired Driving Initiatives.  Ron Lloyd has been qualified and accepted as an Expert Witness in the field of DUI Detection and Standardized Field Sobriety Testing (SFSTs) in many courts throughout the State of Georgia. He has been recognized as an Expert in Fulton County State Court, Gwinnett County State Court, Cobb County State Court, Clayton County State Court, Dekalb County State Court, Carroll County State Court, Bibb County State Court, Chatham County State Court, Clarke County State Court, Cherokee County State Court, Fayette County State Court, Hall County State Court, Henry County State Court, Habersham County State Court, Banks County Superior Court, Barrow County Superior Court, Bartow County Superior Court, Dawson County Superior Court, Walton County Superior Court, Lumpkin County Superior Court, Oconee County Superior Court, White County Superior Court, as well as many Traffic and Municipal Courts.
