On June 24, 2014, the BarrowCountyNews.com reported that DUI arrests are up in Winder, Georgia primarily due to better-trianed police officers. Corporal Chris Wigner is primarily reponsible for the increased arrests according to the article. Wigner has been recognized by MADD as one of Georgia's top DUI police officers. This goes to illustrate that DUI arrests are directly porportional to the number of police on the streets. The DUI drivers are always there. The only question is are there enough trained officers to arrest them all. Because the legal limit is so low many drivers simply are not noticeably impaired so it takes officers on the street with sufficient skills to detect moderate alcohol comsumption. A little known fact was that when the legal limit went from .1 to .08 DUI deaths actually increased because Officers were being occupied with sober drivers over the legal limit while the real drunk drivers drove right past. A single DUI arrest can take a police officer off the street and out of duty for 2-3 hours.
